Digiair OTA meter

I have the Digiair meter, when I first started to use it the signal would read around 0, after I aligned my OTA antenna, now my meter shows around 38.7 without any cable installed, it shows the same reading around 38.7 on every channel. How can I get the meter to show 0 without any cable or antenna connected. Should I just get a new meter or try to have someone fix the meter.
